The Development Services Technician establishes a multi-discipline job series which provides Administrative, Building & Safety, Business Licensing, Code Enforcement, and Planning services to the public. The Development Services Technician performs technical Administrative services related to a variety of plan check, permitting, and entitlement processing in connection with the City's Municipal Code regulations. The position performs a variety of duties supporting and staffing the operations of the Public Permit Counter which requires frequent interaction with the general public in-person, cover-the-phone, via email and virtually. This is the entry-level class in the Development Services Technician series. Employees in this class work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned.

Administrative:

  • Types correspondence, reports, forms, and specialized documents related to the functions of the department or division from drafts, notes, or brief instructions, using a desktop computer.

Building & Safety:

  • Verify design professional, contractor and business licensing.

Code Enforcement:

  • Gives information to the public or representatives in situations where judgment and interpretation of departmental policies and regulations are required.
  • Answers questions involving searching for and summarizing technical land use, zoning, building, or housing code data, laws, policies, or procedures.

Minimum Qualifications

EXPERIENCE AND EDUCATION:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

EXPERIENCE: Two (2) years of experience in a public permit review setting is preferred however not required. Experience in the fields of construction, office administration, plan review, planning, engineering, environmental studies or related fields.

EDUCATION: Equivalent to the completion of the 12th grade supplemented by college-level course in Construction Management; City/Urban/Regional Planning; Environmental Sciences; Architecture; Engineering; Public Administration; or other closely related field.

  • ICC Permit Technician Certification will be accepted in-lieu of college level coursework.

LICENSES & CERTIFICATIONS: Possession of, or ability to obtain, a valid California Driver's License.

KNOWLEDGE OF:

Organization, procedures and operating details in permitting environment; building, construction and planning terms and codes; word processing, spreadsheet and database software; modern office methods and equipment, including a variety of software programs for permitting and plan review.

SKILL AND ABILITY TO:

Acquire (on-the-job) a working knowledge of applicable Municipal codes and regulations; compose correspondence; read, understand, interpret plans and explain rules and regulations; maintain complex records and prepare reports and answer questions from records; acquire a thorough knowledge of the policies, regulations and procedures of the Development Services Department; perform clerical work, including maintenance of appropriate records and preparation of general reports; prepare statistical reports from available data; verify and check files and data; follow written and oral instructions; perform simple mathematical calculations; quickly and accurately processes fees; write clearly using proper English usage, spelling, grammar and punctuation; establish and maintain effective working relationships with all City Departments and the public; operate a variety of automated office equipment, including computer and applicable software.

Enjoys working in a small-town atmosphere with an engaged public, including merchants, property owners and residents.

PHYSICAL DEMANDS AND WORK ENVIRONMENT

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer. Vision to read printed materials and a computer screen, and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard, typewriter keyboard, or calculator and to operate standard office equipment. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds.
