Airport Rental Car Facility Specialist

ABOUT THE POSITION
The Clark County Department of Aviation is seeking qualified candidates to apply for the Airport Rental Car Facility Specialist position. This position facilitates operation of the Airport Rent-A-Car Center by providing a variety of support functions. This specialized stand alone class performs a variety of activities related to the operations of a rental car facility including purchasing, budgeting, contract administration, operational research, safety, security and compliance. The incumbent reports to the rental car facility manager and has no supervisory responsibilities.
This examination will establish an Open Competitive Eligibility list to fill current and/or future vacancies that may occur within the next six (6) months or may be extended as needed by Human Resources.

MINIMUM REQUIREMENTS
Education and Experience:
Associate's degree with major course work in Business, Public Administration or a related field, and three (3) years of full-time experience in a rental car or similar facility. Professional level experience and/or education that has provided the skills and knowledge necessary to perform all job functions at this level may be substituted on a year-for-year basis.

Working Conditions: Work evening, weekend and holiday shifts. Work indoors and outdoors in all weather conditions.
Licensing and Certification: Must possess a valid Nevada Class C driver's license at time of hire.
Pre-Employment Drug Testing: Employment is contingent upon the results of a pre-employment drug examination.
Residency Requirement: Permanent employees must maintain a principal place of residency within the boundaries of Clark County and provide proof of compliance with Nevada motor vehicle registration and drivers' license laws within 90 days of employment.
Background Check: Employment with the Department of Aviation is contingent upon an education/experience background investigation, a fingerprint-based criminal history record check processed by the FBI, and upon the ability to be granted a security badge as mandated by the Transportation Security Administration. Note: all prospective hires must present two original government issued ID's, displaying identical names, upon acceptance of job offer. Examples of acceptable ID's include a Passport, Driver's License or DMV issued ID, birth certificate, Social Security card, Voter Registration card, school issued ID with picture, etc.
PHYSICAL DEMANDS
Mobility to work in a typical facility and office setting and use standard office equipment; stamina to stand and walk about the facility; strength to lift and maneuver materials and equipment weighing up to 40 pounds; vision to read printed materials and a computer screen; and hearing and speech to communicate in person or over the telephone. Accommodation may be made for some of these physical demands for otherwise qualified individuals who require and request such accommodation.
EXAMPLES OF DUTIES
Responsible for facility management details such as responding to complaints, processing key/lock requests, maintenance and housekeeping details, information systems access, tenant bulletin and mail distribution. Maintains bulletin boards, coordinates meetings, answers phone calls and uses lobby paging system, maintains contractor and tenant information, develops forms and informational material, and completes informational surveys. Monitors site landscaping and condition for trash, graffiti, property damage, etc., and facilitates correction. Coordinates Rental Car Facility recycle efforts. Coordinates fingerprinting and badging process with contractors and tenants including notification and records maintenance; ensures compliance. Monitors alarm system and investigates if needed; ensures tenants follow emergency procedures. Maintains accurate records and database of parking permit applicants and vehicle registration; coordinates submittal and notification process. Notifies rental car agencies of abandoned rental vehicles, coordinates towing of other abandoned vehicles. Issue parking citations for illegally parked vehicles as needed. Coordinates contractor submittals of all accidents/incident reports and pictures, obtains quotes for repairs, tracks remediation fund/credits. Coordinates with DOA Environmental/Safety non-compliance issues with tenants/contractors and assist various governing agencies (CCFD, CCWRD, DAQEM) with annual property inspections and required documentation. Maintains files for compliance issues, permits and inspections. Coordinates all hazardous materials disposal including light bulbs, sharps containers, spill clean ups, etc. Maintains database of lost and found items and inquires, uses available means to locate customer with lost items, prepares and ships items for return to customers; purges lost and found items and prepares donations of lost and found items to charities. Reviews and monitors contracts for scope of work, compliance, annual requirements and funding. Contacts vendors and obtains quotes for services and goods; creates, tracks and maintains purchasing requisitions and files. Assists with annual budget preparation. Maintain accurate database of all assets including serials/asset numbers, locations and specifications, coordinates acquisitions, maintenance and service of assets; assists with annual asset audits. Maintains database of fuel purchases and energy usage. Inventories and orders supplies as needed. Confers with and represents the department and the County or agency in meetings with staff from other departments, representatives of governmental, community, business, professional and public agencies and the public; may make formal oral presentations. Reviews and tracks proposed legislation, assisting with the implementation of departmental automated systems. Prepares a variety of technical, statistical and narrative reports, letters, memos and other written materials. Contributes to the efficiency and effectiveness of the unit's service to its customers by offering suggestions and directing or participating as an active member of a work team.
